Coe and Company was founded in 1983 by Lyle Coe as American Light and Power Specialists. During the 1990's it was renamed Benchmark Cost Consulting and Management Services and later renamed in the early 2000's to simply Coe and Company.  The company focus today is on supporting clients in construction defect cases and providing support on Construction Claims.  Coe and Company provides an independent opinion on the facts of each case and maybe retained by either side of a case.  There is no one common clientele served.  Some cases we may be retained by a property owner, a General Contractor, a subcontractor,  a developer, an insurance company,  or a Major manufacturer.  Whatever the case we will provide assistance in resolving and explaining issues and potential resolutions to those issues.

With over 35 years of experience in construction from working with the tools, supervising design teams, administrating contracts and providing specialty inspection services and change order negotiation services we can service most any need.  Mr. Coe is one of the top MEP and HVAC control experts in the United States and has resolved several millions of dollars in disputes regarding Mechanical, Electrical, Plumbing and Control Systems for National Laboratories, The San Francisco Airport, the City of Oakland, AT&T, and the University of California.   We have experience is all phases of construction and trades to draw from for experience and problem solving, including roofing, waterproofing, civil work and more.  We are experienced cost estimators, building and specialty system inspectors and project design team members.

	Lawrence Livermore National Laboratory Contract Services include development of scope estimates, design detail assistant, contract planning and scheduling, bid analysis, change order negotiations, and construction inspection services.
	Lombard Consulting Construction Services Services included expert witness and building consultant on Construction claims to Insurance Companies, Builders and Developers, Subcontractors, and Manufacturers for construction claims and product defects involving Schools, Hospitals, High Rise Buildings, Condominiums and single family home developments.
	SFO Associates, San Francisco Airport Services included change order management, estimating, and planning estimates for Airport Commission, database management and development, negotiated over $25 million in change orders for an average saving of 54% in negotiated settlement values.
	IBM, San Jose, CA. Services included construction management, estimating, negotiation and inspection services on a $300 million IBM Almaden Research Facility. Supervised over $55 million in Electrical and Mechanical contracts spread over 9 subcontractors. Provided inspection and QA/QC review for both the IBM Research Business Unit owner and MBT Architects on Mechanical, Electrical, Plumbing and HVAC Controls contracts.
	Various Electrical Contractors Responsibilities included design of overhead conduit routing scheme for all overhead conduit racks, underground conduit duct banks, and seismic support systems on the National Ignition Facility at LLNL in Livermore, CA. Assigned responsibility for quality control and assurance for all electrical equipment deliveries and provided high voltage expertise for high voltage cable installations.  Provided leadership as a General Foreman on several projects over $10,000,000 including Schools, Research Facilities, Manufacturing Facilities and Commercial Developments
	AT&T, Nationwide locations (including, Washington D.C., Seattle, Portland, Denver, San Diego, San Francisco, and Pleasanton, CA) Services included Construction and Project Management for 5 different business units of AT&T in 13 states. Provided supervision of complete database system for billing all construction and architectural services west of the Mississippi River for AT&T Building Engineering Group. Prepared and wrote a Construction Management guide for employee construction managers working on non-owned customer buildings for Department Engineers and Managers. Supervised installation of Communication buildings on 16 Navy Bases in Northern and Southern California. Managed two projects in Denver, Colorado with total values of $45 million dollars. Supervised staff of 38 people in 9 different states to monitor construction and data installations for AT&T clients. Totaled $9 million dollars in professional services billed to AT&T and Pacific Bell.
